A more nuanced view is it's just kayfabe of various power factions. Elon somehow lost favor in the last decade and he's battling to keep favor and his privileged position. Someone always gets the favors. In the current admin he certainly won't be allowed to send Robotaxis into blue hairs and playgrounds and keep pretending FSD is safer than humans.
