Assuming the car in the left isn't going under the speed limit, then yes you get a ticket because you're speeding. The statute doesn't forbid passing on the right however, although speeding is of course still something I think cops may be allowed to possibly give tickets for.

The best thing to do is act civil and not flash your lights and drive within a foot or two of the next person's bumper.
