It would be really, really easy for them to know if a 2nd person was there shooting based on camera footage. If they're lying about this, that would be a huge scandal, and it would be too easy to disprove their lie.

It's possible there's some security reason for not releasing info on a 2nd shooter, but this wouldn't make sense as something to cover up indefinitely.
